libghc-wai-handler-launch-dev software package provides WAI handler for launching in a web browser, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libghc-wai-handler-launch-dev
libghc-wai-handler-launch-dev is installed in your system.
